Adam Appleby
President, Transportation Solutions

Adam has global, end-to-end responsibility over our portfolio of Transportation solutions including Public Safety, Road Usage Charging, Curbside Management, and Transit, helping agencies across the globe transform their mobility and payment solutions to streamline operations, increase revenue, and reduce congestion while creating safer communities and seamless travel experiences for consumers. His leadership is pivotal to aligning our people, processes, and technology to new ways of working and delivering on our client commitments while driving operational excellence across our transportation businesses.

Adam brings a strong track record of leadership with demonstrated results spanning expense reductions, streamlined processes and improved client and customer experiences. His passion for operational efficiency is evident in his accomplishments, serving in his prior role of Chief Operating Officer within our Transportation Solutions business, as well as Chief Operations Officer, General Manager and SVP Business Transformation and Process Improvement at Fiserv, Chief Operating Officer at Altisource Asset Management, and numerous leadership roles including Mortgage Operations Executive and Enterprise Risk Officer at Ally Bank.

Adam earned his Bachelor of Science degree in Environmental Science and Systems Engineering from the U.S. Military Academy at West Point and he completed Leadership Development Programs at GE, Bank of America, Ally Financial and Fiserv.

Jim Vaca
Chief Operating Officer (COO), Transportation Solutions

Jim leads a global team of associates responsible for the delivery and operation of Conduent Transportation’s Transit, Road Usage Charging, Public Safety and Curbside solutions providing criitical services to hundreds of worldwide government clients.

He previously served as a Vice President responsible for Conduent’s Transportation Operational Excellence Team, which included PMO, Client Implementations, Process Improvement, Operational Reporting and Operational Resiliency. Jim joined Conduent in October 2020 as Vice President of Operational Excellence in Conduent’s Commercial business. He is certified as a Six Sigma Black Belt. Prior to joining Conduent, Jim served as Managing Director, Business Unit Risk & Control Officer, at MUFG Union Bank and has previously held leadership positions at Altisource and Ally Bank.

Jim earned his Bachelor of Science degree and an MBA from Purdue University’s Krannert School of Management.

Scott Doering
General Manager, Road Usage Charging

Scott Doering leads Conduent Transportation’s global business for Road Usage Charging. He brings more than 20 years of experience in the tolling and road usage charging business and is a recognized expert in the field.

Scott joined Conduent Transportation after working for Cubic Transportation Systems, where he was business director for Road User Charging, driving global business development and implementation for toll programs. Previously, he was a regional Vice President and Managing Director at TransCore and a tolling General Manager at Telvent, which became part of Kapsch TrafficCom. He holds Bachelor’s Degrees in Computer Science and Mathematics from the University of San Diego.

Frank Harrison
General Manager, Curbside Management / Public Safety

Frank is a seasoned executive with more than 30-years of state and local government transportation experience. Frank started his career with Lockheed Martin and has continued with the company through ACS, Xerox, and the spin-out of Conduent. His transportation experience spans project delivery, program operations, and sales. Frank helped pioneer the use of automated cameras to enforce traffic laws in the early 90s and has overseen the delivery of curbside, roadside, and transit management systems around the world.

Frank holds a Bachelor of Arts degree from the University of Maryland and a Masters of Business Administration from Johns Hopkins University. Frank resides in Sandy Spring, MD with his wife Kathy and two children.

Jean-Charles Zaia
General Manager, Transit

Jean-Charles joined the company in 1999 as Program Manager of European Transit and moved on to Head of Operations and Bid Managers and Managing Director of the French entity based in Valence, France. He led client management for all Conduent Transportation’s lines of business outside of the United States and is now General Manager of the Transit business worldwide.

Prior to joining Conduent, Jean-Charles began his career at Commissariat a l’Energie Atomique (CEA), where he developed location and atomic measurement software application for nuclear military experimentation in the French Polynesian Atoll. He then spent eight years at the Alcatel Alstom Group where he worked on telecommunication programs for power plant networks, and he served as the Technical Lead and Program Manager for international projects in various countries.

Jean-Charles earned a Bachelor of Science Degree in Electrical Engineering from Ecole Francaise d’Electronique et d’Informatique in Paris.

Rahul Gupta

Rahul Gupta
Chief Information Officer (CIO), International Transit

Rahul leads end-to-end product management across the Conduent Transportation portfolio of offerings. He and his team are responsible for product strategy, functional and technical roadmaps, product marketing collaboration, and management of strategic technology partners.

Rahul recently served as Conduent’s CTO and Global Head of Software Engineering and Product Development in the company’s Enterprise Technology Services organization, leading the development and delivery of client-facing technology and platform strategies across the Transportation, Government and Commercial portfolios. Until joining Conduent in 2017, Rahul led application development and enterprise applications at Capgemini, managing an organization of over 6,000 employees. Rahul brings over 20 years of experience in leadership, transformation, and delivery for IT services companies including Capgemini, Infosys, HCL, and Telstra.

Rahul holds an undergraduate degree in engineering from a regional college of engineering in India and an MBA in finance and marketing from the Management and Development Institute in the Delhi region, India.

Sarah Hsi
Chief Information Officer (CIO), Transportation Solutions

Sarah Ming Hsi currently serves as the business unit Chief Information Officer (CIO), primarily focusing on domestic Transportation solutions and services for Road Usage Charging, Curbside Management/Public Safety and domestic Transit Systems.

With a career spanning diverse roles, Sarah has consistently demonstrated her proficiency in managing all facets of IT organizations, encompassing infrastructure, applications, projects, security, and governance. Her unwavering commitment to prudent cost management and strategic alignment with critical business initiatives underscores her impact. She has excelled in assembling and nurturing high-performance teams, shaping skilled professionals into motivated and dynamic contributors to their respective organizations. Before joining Conduent Transportation, Sarah made significant contributions to esteemed organizations, including the American Cancer Society, United Way of Greater Atlanta, MARTA (Metropolitan Atlanta Rapid Transit Authority), Hitachi Data Systems, IHG, and AT&T.

Sarah earned her Bachelor of Science degree, magna cum laude, from Georgia State University, and her EMBA from the Georgia Institute of Technology. Her commitment to professional excellence is further reflected in her Six Sigma Green Belt certification and her status as a certified Project Management Professional (PMP) and Program Management Professional (PgMP) from the Project Management Institute.
